Day 1 of Session - 2 Bills - One Goal Transparency and Accountability

Feels great to be back in the People’s House.


Today marked the first day of the 2026 legislative session, and I introduced two bills focused on transparency and accountability.


1. HR22

This resolution requires that any report, study, or similar item requested by the General Assembly must be assigned to a committee, posted online, and receive a public hearing related to its findings.


Right now, when the General Assembly requests a report or study, it is emailed to all 62 legislators but is often never presented publicly or made easily accessible for residents to review. HR22 ensures that the same information legislators receive is placed before a public committee and made available online so Delawareans can see, review, and engage with it.


2. SR21

This resolution requires all members of the House of Representatives to complete financial responsibility training related to the state budget and government expenditures.


Since this training is for all House members, it will allow those who are not on Joint Finance or Bond Capital Improvement to have a clear understanding of where state revenue comes from, how it is generated, where it is spent, and how to ask informed questions about state finances. This matters because every bill with a fiscal note carries a financial commitment, and lawmakers should fully understand those impacts before voting.

Both HR22 and SR21 have been assigned to the House Executive Committee, and I look forward to discussing them.
