Hocker Introduces Senate Substitute 1 for SB 64 to Ensure RGGI Proceeds Directly Reduce Electric Bills

DOVER — Senate Republican Leader Gerald Hocker (R – Ocean View) today introduced Senate Substitute 1 for Senate Bill 64, an updated version of legislation first proposed last year, to clarify that certain revenue generated through the Regional Greenhouse Gas Initiative (RGGI) is returned directly to all Delaware electric customers.
“Energy costs are too high, and Delaware families are feeling it every single month when they open their bills,” said Senator Hocker. “This bill is about making sure that we are taking direct action to defray the costly effects of RGGI that are being passed on to our ratepayers.”
SS1 for SB 64 maintains existing funding for current energy efficiency, low-income assistance, and greenhouse gas reduction programs at established levels, while directing that funds raised in excess of 2025 levels be directed towards a rebate program. As rates continue to increase via regulation, additional funds will be directed back to ratepayers. The updated language makes sure that rebates are administered statewide, delivered through electric suppliers, and reflected directly on customer bills.
Senator Hocker said the changes were made to keep the focus squarely on affordability and accountability.
“RGGI was never meant to be a growing revenue stream for the state while ratepayers struggle,” Hocker said. “Once current programs are funded, the priority should be immediate relief, specifically real dollars back to decrease electric bills for Delaware households and small businesses.”
The legislation reinforces that principle by directing RGGI proceeds toward lowering energy costs, while preserving funding commitments already in law.
SS1 for SB 64 was assigned to the Senate Environment, Energy, & Transportation Committee. A committee hearing date is expected to be announced in the near future.
