Shupe Introduces Bill to Terminate Delaware Health Resources Board

March 18, 2026

State Rep. Bryan Shupe (R-District 36)

Delaware is growing fast, getting older, and our healthcare system is already behind.

HB 318 removes the requirement that hospitals must ask the government for permission to expand, add beds, purchase equipment, or build new facilities.

As reported by Delaware State News, Rep. Shupe said:

“Within the certificate of review, it talks about how a health care facility — if they want to increase the number of beds of their facility by 10% — they actually have to come to the state government, to that board and ask for permission to do so,” he explained.

“At the rate which Delaware is growing right now, especially in Sussex County… our health care facilities should be able to go ahead and make that determination… without having to come to the government to approve it.”

“We are already behind the curve… We need to make sure that we are growing not only at the rate that people need, but also at the rate of growth we see coming into the state of Delaware,” Rep. Shupe said.

Delaware has the 5th oldest and 6th fastest growing population in the country.

HB 318 helps our healthcare system keep up.
