In a state where legislators make abortion their platform, and sexual ideology their obsession, it wasn't a surprise when the life-giving work of Delaware's Pregnancy Care Centers (PCCs) was directly targeted.
In 2023, then-State Senator Kyle Evans Gay - now DE's lieutenant governor - proposed SB 300, a bill to force the PCCs to post misleading messaging about their mission and resources.
The message was clear. The legislator’s goal was to remove any and all obstacles to advancing the number of abortions in Delaware.
The bill attacking pregnancy centers did not solve any problem. The bill’s sponsors could not prove any instances of Delaware centers causing harm to their clients.
In contrast, pregnancy center directors gave multiple testimonies of women who left their centers fully supported and satisfied with their services.
But SB 300’s sponsors framed pregnancy centers as the enemy that women needed to be “protected” from – simply because the centers do not provide abortions.SB 300 was a clear constitutional violation. An almost identical law passed in California in 2018, and it was struck down by the U.S. Supreme Court.

DFPC’s policy team identified the bill and sought legal counsel immediately. We activated our national network. The PCC directors were notified immediately, and a plan was ignited to defeat this legislation.
As the bill progressed through the legislature, DFPC’s Policy Director Nandi Gamble testified against it, making it clear again and again that if it passed, “THERE WILL BE A LAWSUIT AND WE WILL WIN.” Thanks to the help of our national partners, the National Institute for Family Life Advocates (NIFLA) and Alliance Defending Freedom (ADF), that is exactly what happened!
In the final days of the 2026 legislative session, Delaware state officials agreed to permanently leave the law unenforced.
The intent was to discredit the Pregnancy Care Centers and their work. But, the legislative process presented a great opportunity to inform policy makers and anyone else who was listening to the hearings. They were all educated about the life-giving work the centers are doing, for FREE!
As a result, several legislators have toured Pregnancy Care Centers in our state for the first time, and reported to us that have been “blown away” by all that the centers do for the communities they serve.
Truth was advanced, the PCCs won their lawsuit, and the DE centers are united now more than ever.
