Senate Bill 241 (SB 241) is moving through the Democrat-controlled General Assembly – another clear example of how unchecked one-party rule puts special interests ahead of Delaware taxpayers.
Introduced February 26, 2026, by Democrat senators, SB 241 would force Project Labor Agreements (PLAs) with the Delaware Building and Construction Trades Council on nearly all state-funded public works projects over $5 million advertised after September 30, 2026.
This locks out most non-union contractors and workers in our state. With Democrats holding the Governor’s office and supermajorities in both chambers, there is zero balance – and Delaware families pay the price.
Republicans are building a strong conservative coalition to win seats in 2026, end one-party rule, and restore accountability.
What SB 241 Would Actually Do
Forces union PLA on projects costing $5M+
Binds all contractors and subcontractors to the agreement
Applies to contracts advertised after Sept. 30, 2026
Allows only narrow exceptions: federal funding, highways, or single-bid situations
Shuts out majority of Delaware’s open-shop contractors
Hands control to one union council representing just 4,000 members
Increases taxpayer costs on schools, bridges, and public buildings

Reduces competition and inflates bids
Sends local jobs to out-of-state union firms
Raises property taxes to cover the difference

Yet 40% of 8th graders score below basic in math and reading on NAEP
2024-2025 Nation’s Report Card shows Delaware near the bottom nationally

Individual income tax ranks 43rd in competitiveness
Corporate tax ranks dead last (50th) in 2026 State Tax Competitiveness Index
Overall tax climate slipped four spots this year
