We need to make healthcare in Delaware better, not worse. Tell your elected officials to say “NO” to Senate Bill 1.


Senate Bill 1, sponsored by Senator Bryan Townsend, is not a primary care bill. It poses a threat to healthcare access, quality and our healthcare workforce, and it will harm primary care access in our state.

Senate Bill 1 revives some of the same bad ideas from HB 350 – ideas that thousands of Delawareans already rejected. What’s at stake?



  • Risks to healthcare jobs – 4,000 hospital and healthcare workers are on the line.

  • Bureaucrats instead of experts making decisions on hospital rates and value-based care.

  • Cuts to healthcare services – $413 million annually statewide – for Delaware hospitals, their patients, and communities.

  • Reduced primary care access. As the largest employer of primary care providers, targeting hospital resources undermines the primary care networks Delawareans rely upon.


We can’t go backward.
